Rumble on the River Community Forum #16: Risk Bonds- So We Don't Pay For An Industrial Disaster.

Risk bonds will hold fossil fuel and chemical companies accountable. 

This is a proactive "Polluter Pays" plan. The costs of disasters are often "externalized" to the public. Bonding will cover those risks. They can require financial responsibility for all industrial disasters. This may encourage safety improvements and removal of hazardous structures. Multnomah County is on the verge of taking risk bonding action. Read more about risk bonds here.

Since late 2022, Rumble On The River has presented fifteen free community forums in neighborhoods throughout Portland. The prevailing Rumble focus has been the Critical Energy Infrastructure (CEI) Hub. Rumbles bring together expert voices to lay out the potential hazards of having 90% of Oregon’s fuel and a mix of toxics stored within Portland’s city limits on a seismic liquefaction zone. Other forum topics have included Columbia & Willamette River ecosystems, false climate solutions to climate disruption, transportation, urban forestry, shade equity and salmon restoration.

 This Rumble will be held on the U of O campus in Eugene during the annual Public Interest Environmental Law Conference, PIELC.

 The predicted event of a Cascadia Subduction Zone earthquake has the potential for a Deepwater Horizon level spill on Portland’s riverfront. Zenith Energy sits within the CEI Hub transporting and storing Bakken oil. There has been extensive outcry from the community and elected officials about the health, safety and climate justice impacts associated with the Hub. Zenith Energy has promised to swap out their oil-based operations for renewable diesel. The Rumble #14 panel will expose the alleged benefits of renewable diesel and question if this trade-off will actually help community members and the river ecosystem.

“Over 1000 hazardous storage containers at local industries in Multnomah County are in danger of leaking in an earthquake because they were not built to seismic design standards. Those holding hazardous gasses may release toxic plumes into the air that can be life-threatening. These plumes will be carried by the wind to other locations. Other hazmats may spill onto soil and water with dire environmental impacts." —Tank The Tanks

Rumble On The River community forums bring together expert voices
to explain the risks of having 90% of Oregon’s fuel stored within Portland’s city limits. The Critical Energy Infrastructure (CEI) Hub, a 6-mile stretch of aging tank farms, stands on an earthquake liquefaction zone on the banks of the Willamette River. The CEI Hub poses serious health, safety, cultural, social justice, economic and environmental risks to every Portland neighborhood and the entire Pacific Northwest region.

Rumble #9 will center on heat-related inequities, crisis management
& resilience, understanding the harms inflicted on the Lower Willamette and steps we can take to deal with these long term and immediate issues.
